iParametrics provides a range of technical assistance services to help 100RC Cities build and strengthen  their overall resilience with an emphasis on Disaster Planning, Response and Recovery from acute shocks.  

Recognizing each City is unique (in population size and demographics, infrastructure and lifeline systems, prevailing threats and hazards, appetite for risk, economic resources, technical experience and expertise, and its service objectives for its communities), Cities requesting this service will first engage in a concise survey and interview(s) to more fully scope their specific needs.  The survey and interview(s) will also help determine the maturity of the City’s current strategies and plans for disaster recovery.  The initial deliverable to the City will be a formal report providing a high-level assessment and roadmap of prioritized recommendations as to how the City may improve its recovery capabilities from many of the threats and hazards outlined by 100RC, such as Aging Infrastructure, Earthquakes, Flooding, Hazardous Materials Accidents, Hurricanes/Typhoons/Cyclones, Infrastructure Failure, Landslides, Rising Sea Level and Coastal Erosion, Terrorism, Tropical Storms, Tsunamis, Volcanic Activity, and Wildfires.

Based on the City’s needs and desires, it may request additional services where iParametrics can assist in the full or partial implementation of all or selected recommendations, such as development and drafting of new Disaster Recovery Plans, prepare updates to existing plans, or a rapid review and updates to specific components of policies, plans, or procedures.

iParametrics can also provide follow-on services, including analysis of and recommended methods to help improve a City’s Resilience Profile (depth of disaster impact, duration of response and recovery, and level of restoration), particularly within the 100RC’s key dimensions of Leadership and Strategy and Infrastructure and Environment.  This work is accomplished through engagement of subject matter experts in disaster preparedness, response, recovery, and hazard mitigation, as well as compliance and/or alignment with current and emerging U.S. and international laws, regulations, policies, standards and industry best practices, including the United States’ Robert T. Stafford Act, U.S. National Disaster Recovery Framework (NDRF), U.S. Federal Emergency Management Agency (FEMA), U.S. National Institute of Standards and Technology (NIST), American National Standards Institute (ANSI), U.S. National Fire Protection Association (NFPA), International Organization for Standardization (ISO), United Nations Framework Convention on Climate change (UNFCC), United Nations Office for Disaster Risk Reduction (UNISDR), and the Intergovernmental Panel on Climate Change (IPCC).

Best Suited for

Cities of all sizes and locations can benefit from these services.  Cities within the United States may gain additional benefits through iParametrics’ experience and expertise in supporting FEMA disaster preparedness, response, recovery, and mitigation efforts, particularly in the area of maximizing Federal grants through the Public Assistance (PA) Program and navigating the complexities and nuances of the Program’s various rules, regulations, and requirements. 

 Specific areas where these services may be best suited include:

  • Assessment of current, or development of new disaster recovery plan
  • Planning and management of near-term, mid, and long-term recovery strategies
  • Management and implementation of recovery operations
  • Development and implementation of strategies to manage critical infrastructure
  • Completion or updating of a Threat and Hazard Identification and Risk Assessment (THIRA)
  • Strategies for use of local, national and international mitigation grant opportunities
  •  Development and implementation of training and exercise programs
