James “Jim” Coyne, MS, PMP

Jim Coyne is an accomplished emergency management professional with over 25 years of experience in planning, mitigation, response, and recovery. A certified NIMS and HSEEP practitioner and trainer, James has designed and delivered training to more than 5,000 personnel across government, healthcare, and law enforcement sectors. He is also a certified FEMA/DHS ICS instructor, experienced in developing and tailoring curriculum to meet operational needs in both public health and hospital environments. His expertise extends to exercise design, evaluation, and corrective action implementation, ensuring compliance with FEMA guidelines while strengthening preparedness at the local, state, and national levels
.Jim’s career also includes nearly three decades in law enforcement, retiring as a Captain with the Cumberland Police Department. In that role, he built and led teams, managed emergency communications systems, and directed community safety initiatives. His law enforcement service, combined with extensive DHS/FEMA policy knowledge, uniquely positions him to bridge the needs of public safety and emergency management. He continues to serve as a trusted subject matter expert in school safety, security protocols, and vulnerability assessments, while leveraging his project management expertise to guide agencies in meeting critical challenges under adverse conditions
