Hurricane Sandy Disaster Recovery

In October 2012, Hurricane Sandy hit New Jersey causing $70.2 billion in economic damage. It was the nation’s most expensive storm since Hurricane Katrina seven years earlier. The iParametrics Emergency Management team stepped in to support post-disaster recovery in the wake of this devastating storm, including program and process management, financial auditing, integrity monitoring, grant management, and closeout services.

Situation

When a hurricane of this magnitude strikes, state and local agencies are left with billions of dollars of damages to assess, implement, and manage. The State of New Jersey required technical and compliance support to assess projects, validate documentation, and monitor risks across hundreds of recovery efforts.

Task

Development of processes, controls and technologies to support the execution of the following FEMA-administered programs: Public Assistance, Hazard Mitigation, and Individual Assistance; HUD-administered Community Development Block Grant (CDBG) program; and other Federal and State grant and assistance programs in compliance with Federal and State guidance, including OMB circulars. Provide integrity monitoring services for professional specialties such as engineering and structural integrity services.

Action

Our team put in place the processes, controls and technologies to support the execution of several FEMA projects. We planned, implemented, administered, coordinated, monitored and evaluated all activities within these projects and performed desk reviews on all contractor invoices, other document submissions, and performed phased engineering inspections. We also uncovered and reported unethical and/or illegal conduct for the term of the projects and prepared the projects for state closeout.

Result

iParametrics helped prepare over $236 million in projects for state closeout. Our work supported transparency and ensured compliance with all federal and state guidelines, reinforcing the State’s capacity to deliver responsible, efficient disaster recovery.
