Mecklenburg County, a growing metro area of over 1.2 million residents, required an integrated approach to manage security and emergency risks across 120+ facilities. iParametrics was selected to build enterprise security and crisis response frameworks, including staff training and pandemic planning support.

Situation

The County needed coordinated processes to prepare for large-scale emergencies, including terrorism, active shooter threats, and public health crises. Gaps in facility security and crisis readiness prompted a comprehensive assessment and long-term strategy development.

Task

iParametrics developed an Enterprise Security Strategy, a county-wide Crisis Management Plan, and delivered in-person and SCORM-compliant training for over 6,000 staff. The project also included exercises and planning tools for emergency roles and response actions.

Action

We assessed over 120 facilities and engaged stakeholders across sectors. Plans were built using NIMS and EMAP standards and included operational, tactical, and strategic elements. The rollout included senior leader workshops and a county-wide active shooter exercise.

Result

By 2019, leaders reported improved preparedness and confidence in crisis roles. The County activated the plan during COVID-19 in March 2020, enabling a rapid and coordinated pandemic response. The strategy served as a model for operational resilience.
