Loudon County, Virginia: Training & Exercises

 

Loudoun County selected iParametrics to coordinate, design, and implement a training seminar for their team, followed by a full-scale exercise of the training materials. The full-scale exercise consisted of five evolutions on different aspects of disruptive behaviors and acts of violence, including active shooter scenarios.

Situation

Every four years, Loudoun County updates its security training for elected officials and staff working in the Board Room. The County needed a scenario-based exercise and seminar aligned with local policies to prepare leadership for violent disruptions or active shooter events.

Task

iParametrics was tasked with reviewing existing procedures, conducting stakeholder interviews, and developing a full training and exercise package. Deliverables included a training seminar, exercise plan, feedback collection tools, and a final report with actionable recommendations.

Action

We designed a HSEEP-compliant one-hour seminar and three-hour full-scale exercise with five evolving scenarios. Our team led all planning meetings, coordinated security roles, and conducted interviews and surveys. Immediate feedback and post-event reporting supported rapid insights.

Result

The exercise met all objectives and was praised as the best the County had held since 2012. The project enhanced preparedness, delivered a professional report with improvements, and demonstrated the County’s commitment to public safety and governance continuity.
