Emergency Operations Plan

The Town of Nags Head wanted to have their previous Emergency Operations Plan (EOP) updated to the latest federal standards and departmental level play books developed for eight different possible emergency scenarios. 

Situation

Nags Head, NC, located on the vulnerable Outer Banks, faces frequent hurricane threats and limited mainland access via two bridges. With daily storm concerns and increasing emergency risks, the town required a modernized plan to guide its response teams and safeguard public safety.

Task

iParametrics was tasked with updating the town’s Emergency Operations Plan and developing an Emergency Operations Center (EOC) guidebook and eight scenario-specific playbooks covering events like hurricanes, cyberattacks, and active shooter incidents.

Action

Over seven months, we held planning sessions with the Town’s leadership and departments to tailor each document. This collaborative approach ensured the EOP, EOC guide, and playbooks accurately reflected local responsibilities and readiness across all emergency functions.

Result

The final deliverables equipped Nags Head’s leadership with a cohesive emergency framework. The updated EOP and department-specific playbooks created a durable, unified reference for future leaders to manage crises effectively.
