ARPA Grant Program Administration
To support small, minority-, and women-owned businesses impacted by COVID-19, the Rhode Island Commerce Corporation (RICC) allocated $2 million in ARPA funds. iParametrics was selected to design and manage a compliant, technology-enabled grants program that ensured transparent distribution and impact.
Situation
RICC required a secure, streamlined platform for grant intake and approval, along with robust compliance and audit controls. Rapid execution was critical to meet urgent needs while upholding federal funding integrity.
Task
iParametrics was engaged to oversee the grant portal’s design, manage application validation and review, ensure adherence to ARPA and state rules, and provide financial oversight with fraud prevention tools integrated into the process.
Action
We developed a multi-language application system with automated eligibility and workflow tools, created standardized intake and review procedures, supported applicants, and established audit-ready documentation and reporting processes.
Result
The program delivered timely, compliant support to underserved businesses. The digital platform improved efficiency, fraud mitigation, and transparency, and earned recognition for its replicability and responsiveness under federal program requirements.
