Washington State Capitol Complex:
Security Master Plan
The 468-acre Washington State Capitol Campus housed dozens of agencies and historic buildings with inconsistent security systems. iParametrics was selected to assess vulnerabilities and develop a cohesive physical security master plan across legislative, executive, and judicial offices while honoring public access and civil liberties.
Situation
The state capital complex lacked uniform security infrastructure and protocols, posing risks to the safety of staff, visitors, and historic assets. The state sought a cross-agency security framework aligned with best practices and constitutional guidelines.
Task
We were contracted to assess over 4.5 million square feet of facilities supporting 46 state organizations including Executive, Legislative, and Judicial office spaces. The project also included parks, trails, memorials, monuments, and artwork on the campus grounds.
Action
We performed site assessments, comparative analysis with other state capitals, spatial risk mapping, and stakeholder interviews. Our team developed a strategic roadmap with conceptual designs, cost projections, and budget packages to guide implementation.
Result
The final report guided significant funding in the Governor’s budget, including creation of a campus security operations center and improved law enforcement communications. Our work helped establish long-term security governance and won high praise from Capitol Security leadership.
