Military Installation Resilience Review (MIRR)

 

 

Joint Base San Antonio (JBSA) needed a comprehensive strategy to address mounting risks from climate, infrastructure, and operational threats. iParametrics was engaged to deliver a MIRR-compliant plan that aligned with the mission needs of JBSA while supporting regional partnerships and resilience investments.

 

Situation

Under OLDCC direction, JBSA launched a MIRR to analyze vulnerabilities and prioritize actions enhancing readiness, safety, and coordination with local communities. The review emphasized risk awareness across base facilities and nearby jurisdictions.

Task

Our team was responsible for identifying key hazards, assessing infrastructure vulnerabilities, and recommending policy and project interventions. This included defining mission-critical gaps and shaping a resilience roadmap that supported JBSA and San Antonio-area stakeholders.

Action

We led community-integrated planning efforts, developed tabletop exercises, and created geo-visualizations of vulnerabilities. These informed policy and infrastructure recommendations including hardened energy systems and cross-jurisdictional emergency coordination protocols.

Result

JBSA emerged with a comprehensive resilience framework featuring actionable projects and strategies. The MIRR supported future investments, improved mission continuity, and deepened collaboration between the installation and the greater San Antonio region.
