Risk Assessment & Security Master Plan

The Brownsville Public Utilities Board (BPUB) selected iParametrics to conduct a comprehensive security risk assessment across its electric, water, and wastewater infrastructure. The goal was to identify vulnerabilities and develop a Security Master Plan that addressed transnational threats, protected critical facilities, and aligned with industry regulations .

Situation

The customer utility provides electric, water, and wastewater services to a 130+ mile area along the southern United States border. The utility serves over 100,000 residents, providing essential services, including the generation, transmission, and distribution of electricity. The utility also operates multiple water and wastewater treatment facilities throughout the community.

Task

iParametrics was tasked with evaluating existing physical security measures, emergency protocols, surveillance systems, training programs, and contracted guard services at over 20 BPUB facilities. The goal was to inform a cohesive Security Master Plan and strengthen utility resilience .

Action

We performed NERC- and EPA-compliant risk and resiliency assessments at critical locations including power plants, substations, water towers, and lift stations. Our team conducted staff interviews, evaluated guard force operations, and developed policies on access control, incident reporting, and electronic systems management .

Result

iParametrics delivered a Security Master Plan and follow-on support that included policy development, guard services evaluation, and strategic planning tools. Our work strengthened BPUB’s defense posture, streamlined emergency protocols, and enhanced operational safety across the utility system.
