Sam Barnett

Director, Growth and Strategic Partnerships

Sam Barnett brings over 15 years of leadership experience in strategic growth, business development, and client relations. As the Director of Growth and Strategic Partnerships, he leads efforts to expand business lines, cultivate key partnerships, and identify opportunities within FEMA, as well as state and local recovery markets. His ability to navigate complex government sectors ensures streamlined support for applicants and sub-applicants across a range of initiatives.

A former sergeant in the 202nd Paratrooper Battalion of the Israeli Defense Forces, Sam leverages his military-honed strategic planning and operational skills in the consulting space. He holds a Master of Science in Counter-Terrorism and Diplomacy from Israel’s Herzliya and a Bachelor of Science in Psychology from the University of Oregon.

Sam is actively engaged in the national emergency management and engineering communities. He serves as the Industry/Government Engagement Director for the Society of American Military Engineers (SAME) – San Antonio Post, participates in SAME’s national Leadership Development Program, and contributes to the Resilience, Construction, and Warfighter Engineer Community of Interest Committees. He is also a member of the National Emergency Management Association (NEMA), further reinforcing his commitment to advancing collaboration between public and private sectors.

Raised on a farm and vineyard in Oregon’s Willamette Valley, Sam developed a strong work ethic early on. His dedication to community service began with Rotary International, where he supported water infrastructure improvements in Sonora, Mexico. With a proven track record in high-pressure environments, Sam consistently drives innovative, impactful solutions for clients and stakeholders alike.
