Steven Clark

Senior Recovery Manager

Steven Clark is a dedicated emergency management professional with more than 15 years of experience helping communities prepare for, respond to, and recover from disasters. From hurricanes and floods to public health emergencies, he’s been on the ground guiding local governments, hospitals, and schools through the complexities of FEMA Public Assistance — turning crisis into coordinated recovery.

Steven has served in leadership roles on major recovery efforts across the U.S., including Hurricane Sandy in New York, Hurricane Maria in Puerto Rico, and COVID-19 response projects in Washington, D.C. and Missouri. Known for his calm under pressure and deep understanding of FEMA policy, he brings clarity and direction to even the most challenging recovery operations.

What sets Steven apart is his ability to bridge the gap between policy and people — breaking down federal processes into actionable steps that move communities forward. He’s also completed extensive FEMA training in disaster operations, hazard mitigation, and emergency planning, making him a go-to advisor in the field.

Originally from Florida and now based in Charlotte, NC, Steven brings not just experience, but empathy, to every project. When he’s not helping communities rebuild, he’s likely enjoying time with family, rooting for his favorite football team, or exploring new cities with a camera in hand.
