FEMA: Hurricane Maria Public Assistance

Following Hurricane Maria’s devastation of Puerto Rico in 2017, FEMA initiated a complex, territory-wide Public Assistance recovery. iParametrics supported this effort by deploying 73 specialists to help municipalities, utilities, and institutions recover costs and rebuild critical infrastructure.

Situation

The storm caused catastrophic damage to infrastructure and public services. FEMA needed expert support to manage more than 1,200 applicants and ensure timely, compliant funding for repairs under intense logistical and regulatory constraints.

Task

iParametrics was tasked with delivering cradle-to-grave PA program management. This included damage assessments, scope formulation, document validation, regulatory compliance, and training. Our team targeted over $700 million in eligible recovery.

Action

Our team performed pre-project planning, detailed field assessments, compliance reviews, applicant trainings, and mitigation scoping. We built centralized records systems, submitted policy justifications, and salvaged eligibility for applicants with fragmented documentation.

Result

iParametrics helped formulate and obligate $720M+ in PA funding. We secured eligibility for non-compliant procurements, resolved documentation gaps, and empowered local recovery efforts through embedded training, accelerating the island’s path to resilience.
