Jessie Boyer brings over five years of hands-on experience in disaster recovery and grant development, serving as a critical link between communities in crisis and the resources they need to rebuild stronger. As an Emergency Manager and Mitigation Grant Writer at iParametrics, Jessie supports public and nonprofit clients in navigating complex federal recovery programs including HMGP, CDBG-MIT, and CDBG-DR. Prior to joining iParametrics, Jessie held leadership roles with the Florida Department of Economic Opportunity, where she helped manage over $1.5 billion in HUD funding across 14 programs following major hurricanes. She also led the Critical Facility Hardening Program, guiding 61 subrecipients through $75 million in infrastructure resilience projects.

Jessie’s recent work includes supporting major hazard mitigation and infrastructure applications for Johns Hopkins All Children’s Hospital, Lee County Schools, and AdventHealth. Her expertise ensures that clients not only meet compliance standards but also maximize funding outcomes to support long-term community resilience.

She holds a Master’s in International Affairs from Florida State University and is a certified Florida Contract Manager with FEMA.
