Senior Recovery Manager
Jessica Fong is an accomplished Senior Recovery Manager with over 15 years of progressive experience in the public sector, specializing in Public Assistance (PA) project management. She has worked across multiple states and territories—including California, Florida, North Carolina, and Puerto Rico—bringing valuable expertise in disaster recovery and infrastructure restoration. Jessica has served in a variety of key roles throughout her career, including as a PA Analyst with the California Office of Emergency Services, Site Inspector/Program Delivery Manager (SI/PDMG) under FEMA, and as an applicant consultant representing municipalities. In recognition of her exceptional contributions, she was honored by FEMA with a Certificate of Recognition in December 2019. Before transitioning into Public Assistance, Jessica served as a Branch Operations Manager with the California Department of General Services’ Construction Unit, where she led a multidisciplinary team and oversaw numerous state construction projects. She holds a B.Sc. in Managerial Economics from the University of California, Davis, and a Bachelor of Science degree in Civil Engineering from the South Dakota School of Mines and Technology.
