ARPA Grant Program Administration
The city of Lowell, a diverse Massachusetts community of over 115,000, partnered with iParametrics to manage disaster recovery and grants following the COVID-19 pandemic. Our work spanned cost recovery, compliance support, virtual emergency operations, and targeted outreach to vulnerable populations.
Our work with iParametrics began with strategic advice on how to maximize our recovery funding through FEMA Public Assistance and the CARES Act Coronavirus Relief Fund. Their assistance allowed us to effectively leverage both funding opportunities to maximize reimbursement for eligible services and also invest in City processes and systems including technology infrastructure that enhanced City operations. Further, they were able to use grants for administrative costs to help pay for themselves in accordance with federal guidelines.

Situation
COVID-19 severely impacted Lowell’s economy and strained local resources. The City needed support managing FEMA, HHS, and CDC reimbursements while scaling public health services and responding to community needs across language and economic barriers.
Task
iParametrics was engaged to lead disaster recovery efforts, support FEMA PA applications, deploy ARPA funds, and build internal systems for future resilience. The scope also included technology solutions for response coordination, multilingual outreach, and case management .
Action
We implemented a virtual EOC using Veoci, established a multilingual COVID hotline, and developed a grant management system tailored to Lowell’s needs. Our team led stakeholder coordination, federal reporting, and cost documentation for multiple funding sources.
Result
Lowell secured millions in federal reimbursements and built sustainable grant tracking infrastructure. The City improved service delivery to underserved communities and earned recognition from FEMA and state partners for its proactive, equitable recovery strategy.
