East Central Florida Regional Planning Council: Training

Following the Surfside condo collapse, the State of Florida prioritized training Incident Support Teams to bridge gaps between Incident Management Teams (IMT) and Urban Search and Rescue (USAR). Through its partnership with the East Central Florida Regional Planning Council (RPC), iParametrics was selected to deliver this advanced instruction at the Florida State Fire College.

Situation

Florida needed to build IMT capabilities with personnel trained to support complex USAR deployments. Existing teams lacked standardized training and coordination experience needed for large-scale incidents. The state selected participants with USAR backgrounds to attend targeted courses at the Fire College.

Task

iParametrics provided in-person delivery of several National Incident Management System (NIMS) Position-Specific Courses: O-305 (Type 3 IMT), L-0960 (DIVS), L-0950 (IC), L-0958 (OSC), and L-0984 (TS/ST Leader). The objective was to ensure real-world readiness and foster interoperability among future Incident Support Teams.

Action

We selected seasoned instructors with operational USAR and ICS backgrounds to facilitate training. Each course incorporated practical ICS documentation guidance, role-based simulations, and personalized mentoring to contextualize instruction with real-world relevance.

Result

Trainees gave instructors the highest possible marks, citing the relevance and clarity of instruction. Graduates are now equipped to support future USAR deployments with enhanced coordination and operational understanding across multiple jurisdictions.
