ARPA Grant Program Administration
Fayetteville, NC, the sixth largest city in the state with over 200,000 residents, sought expert assistance to guide ARPA fund deployment and manage recovery from COVID-19 and previous disasters. iParametrics was selected to deliver end-to-end grant management and strategic recovery planning.
Situation
Fayetteville experienced major infrastructure impacts from Hurricane Matthew and later faced pandemic-related economic disruption. The City required strategic and compliant oversight of ARPA, FEMA, CDC, and HHS recovery funds to support underserved residents, local businesses, and essential service workers.
Task
iParametrics was engaged to help maximize cost recovery, identify impacted sectors and individuals, and develop implementation strategies for multiple funding streams, including FEMA PA and Coronavirus Relief Fund. We also supported the design of broadband investment and childcare stipends.
Action
We provided full program implementation, from strategic planning and documentation to outreach and technical assistance. This included identifying public health and economic gaps, deploying tailored grant programs, and training staff on compliance protocols.
Result
The City now manages a $4 million ARPA portfolio including a $1M Childcare Stipend Grant, $2M Small Business Assistance, and $1M for Commercial Corridors. Fayetteville is better equipped for future recovery, and our work has enhanced community resilience and funding efficiency.
