GEMA/HS administers FEMA Public Assistance funding for presidentially declared disasters statewide. iParametrics was initially engaged under a Statewide Contract to support closeout of complex, high-dollar COVID-19 Project Worksheets (PWs) subject to evolving FEMA guidance and significant audit scrutiny. The agency required experienced professionals to mitigate de-obligation risk, ensure compliance, and accelerate reimbursement.

iParametrics was tasked with providing a Program Manager and PA Grants Specialists to support the review and closeout of 53 large PWs under a defined budget ceiling. The objective was to deliver timely, defensible, and FEMA-compliant closeouts. Following strong performance, GEMA/HS extended the task order multiple times and expanded the scope to include large hurricane-related projects across additional disaster declarations.

iParametrics embedded former FEMA officials and grants specialists within GEMA/HS operations. Using a structured FEMA-aligned methodology, the team conducted documentation reviews, eligibility validation, cost reconciliation, and final inspection coordination. As assignments increased, staffing was scaled without disruption. Proactive compliance controls and audit-readiness practices ensured consistent regulatory interpretation and minimized financial risk across COVID-19 and hurricane projects.

iParametrics’ performance led to repeated task order extensions and expanded assignments, demonstrating strong client confidence and effective contractor performance. The ongoing engagement has strengthened audit readiness, reduced de-obligation exposure, and supported the protection of hundreds of millions in federal recovery funding. This effort reflects proven capability to deliver scalable, compliant disaster recovery support for FEMA, DHS components, and statewide emergency management agencies.
