Northern California Power Agency (NCPA):
Grant Writing & Management
NCPA, a joint-action agency representing 16 publicly owned electric utilities, partnered with iParametrics under a five-year contract to provide on-call grant research, writing, and management services. The goal was to identify and secure infrastructure and energy resilience funding while supporting member agency compliance and implementation.
Situation
NCPA members required expert support to pursue competitive state and federal grants for energy resilience, safety, and infrastructure modernization. With limited internal capacity and growing grant complexity, the agency sought a partner to lead coordinated grant strategy, application development, and post-award management.
Task
iParametrics was tasked with conducting biweekly grant research, developing targeted application materials, assisting with Community Benefits Plans, and managing awarded funds. Member priorities ranged from natural gas safety to grid reliability, requiring a tailored approach for each utility.
Action
Our team supported multiple members including Palo Alto Utilities, Redding Electric Utility, Lompoc Electric Division, and Truckee Donner PUD. We secured $16.5 million from PHMSA and $7 million from the California Energy Commission, and developed grant capture strategies, marketing collateral, and oversight plans for awarded projects.
Result
iParametrics has helped NCPA and its members secure over $23 million in funding to date. Our efforts continue to strengthen energy infrastructure, ensure regulatory compliance, and support strategic funding growth across NCPA’s member utilities .
