In response to the COVID-19 pandemic, the American Rescue Plan Act (ARPA) was enacted with the goal of providing urgent and targeted funding for workers and families. Newton County set aside a portion of their total ARPA allocation to assist to small local businesses in the County who were negatively impacted by the pandemic and sought assistance with managing and administering this funding.

SITUATION

As a result of the COVID-19 pandemic, Newton County was awarded a total of $21.7 million in ARPA funding. The County decided to earmark roughly $15 million to address the negative impacts caused by the pandemic, which includes assistance to local small businesses, nonprofits, rent and mortgage assistance, and a host of other community grant initiatives designed to assist those most negatively affected by the pandemic.

TASK

iParametrics was asked to create and administer all ARPA programming for Newton County  to provide funding to the community who were severely impacted by the COVID-19 pandemic. This task included community outreach and developing a marketing campaign to ensure targeted local non-profits and small businesses were taking advantage of funding opportunities.

ACTION

In addition to strategy and program development, iParametrics is providing Newton County with a comprehensive and customizable Grant Management System, implementation support, and training. We are working with the County on effective grant application strategies in regard to eligibility, readiness, and grant application evaluation to maximize the reach of the Small Business Program.

RESULT

Our support to Newton County is ongoing. The County has alloated $2 million to small businesses in the County, specifically targeted those in underserved census tracts to meet the County’s diversity, equity, and inclusion (DEI) goals. Additional grant programs will be launched this year focusing on mortgage, rental, and utility support, non-profits, low-income seniors, and youth programming.
