iParametrics’ staff have provided planning, cost and value engineering and economic analysis on thousands of government programs. We support cost-related engineering services and needs across the Federal Government (CONUS and OCONUS), both for typical project efforts and requirements as well as non-standard applications such as grant management for emergency recovery and response. Our work includes supporting programming, conceptual design, parametric, final design and construction cost estimates for every branch of the military as well as the DOE, GSA, FEMA and the VA.
We have a deep understanding of government design programs and have estimated projects from a few thousand dollars to hundreds of millions of dollars. Our in-depth knowledge of government design and construction programming and their requirements ensures our clients receive independent, accurate, and defensible guidance in accordance with the standards required by the government agency overseeing the project.
Program & Cost Management Services:
- Cost Estimating: iParametrics performs an in-depth analysis of the scope documentation, identifying all documents and tasks required to support the effort. We use a "bottoms up" estimating method to develop costs by defining and calculating them from the lowest element of work or task. We start with engineering drawings, specifications and detailed tasks required to accomplish the project. The quantities for each detail task are then summarized and input into a cost template and work break down structure that we establish before project initiation in MII or other designated software, as specified in the task order. The template is customized to locations, labor, delivery method, contractor markups and owner markups. We customize templates for each deliverable in order to ensure that the estimate maintains a realistic cost model for the project. As a result, we can address trends that may skew the project cost.
- Conceptual Estimating: iParametrics has extensive experience with PACES cost engineering software, which is used in the development of planning and budgeting facility and infrastructure construction and renovation costs for programmatic budgetary estimates. iParametrics uses PACES in planning charrettes and FACD studies and has developed project budgets for confirming and establishing DD 1391s. PACES software is an integrated cost estimating solution, used by us specifically for facility and infrastructure construction and renovation projects in the planning and concept phase. PACES provides us with a credible, auditable, and defensible budget-level estimate, regardless of the project size.
- Project Management: The iParametrics team has extensive skill, knowledge and background in CPM scheduling, analysis and review, using both MS Project and Oracle's Primavera P6. Our experience has shown that one of the key elements to executing a successful program/project is taking the time during the Planning and Initiation Phases to thoroughly define and integrate the SOW, Cost Estimate, Integrated Master Schedule (IMS), and Risks. The integration of this data/information forms the Project Performance Baseline (PMB), which can then be used to manage, update and forecast the eventual outcomes of the program/project.
- Risk Analysis: Cost estimates and schedules are forecasts that have a range of possible outcomes. Understanding the implications of these ranges leads to more accurate decisions in predicting budgetary and time related project success. Team iParametrics and its staff have utilized Crystal Ball and @Risk software as well as developed Excel-based customer specific models for predictive modeling, forecasting and simulation.
- Value Engineering: iParametrics staff are well versed in the SAVE universally accepted VE Job Plan and Function Analysis System Technique (FAST) as it relates to cost throughout the VE process. Our team members have significant experience in developing and analyzing cost-to-worth, cost-to-function and cost-to-value relationships. We help establish and determine the needs of a facility, functional elements and systems, their associated functions, costs and possible alternatives with the study team. We provide Pareto analysis of major cost drivers of a project, develop cost to benefit analysis of alternates, and are qualified to evaluate function, performance, worth and cost of project elements. Our technique is directed toward analyzing the functions of an item or process to determine “best value,” or the best relationship between function, time, risk and cost.
