Cokey Mills is a Senior Certified Cost Engineer with over 30 years of experience in cost management, construction project execution, and business development across the EPC, government/military, industrial, commercial, and private sectors. As Vice President of Cost Engineering at iParametrics, Cokey leads multidisciplinary estimating efforts from concept through closeout—ensuring cost accuracy, strategic decision-making, and financial accountability throughout the project lifecycle.
He specializes in all phases of cost development, including conceptual schematics, negotiated changes, buyouts, and final turnover. His work includes rigorous cost and quality control reviews to ensure that client submittals are timely, accurate, and aligned with budget expectations.
Cokey holds a Bachelor of Science in Nuclear Engineering Technology from Thomas Edison State University. His professional development is rooted in continuous education in project controls, value engineering, earned value management, risk analysis, and training. He is a Certified Cost Professional (CCP) through AACE International and has completed advanced cost engineering courses through the U.S. Air Force Institute of Technology. Cokey has also held a Secret Security Clearance, underscoring his trustworthiness and experience on sensitive government projects.
